Keep restart the download(Exit and click again on the server to join), the client will download a few files before it hits back to 0kb. But the files are saved. So keep doing it until all files are downloaded.
Might be helpful for more people.

Doing that would blacklist him from the server temporarily, if done wrong.

If this hasn't worked then the other possible explanation is that at the time that you're trying to download the files from the server someone else is already downloading them before you, downloading the files has a "queue" and it's first come first serve. After that person has finished downloading the files then it will start downloading it for you, assuming there's no one else in the queue first. |
