It's more and more common to see players with no names, USGNs or steam logins. These players have usually some skills, so you can tell they aren't new... the problem is they abuse anonymity and behave like stupid brats or break rules and stuff mostly without consequences. Yes, you can fish for their IP, that's if anyone cared to report some random no-names (srsly who reports freekillers?).
I see them on server all the time, just today there was a guy bragging how he doesn't use USGN to abuse bugs and stuff... (name: rip kobe, later changed to Player 2, it was around 11:30 to 12:00 27 Jan UTC+1)
I remember RodioN's !MC! server had a feature that you could view USGNs/nicks associated with players IP even if they are logged out (everyone with VIP rank and higher had access to it). I think that would come in handy.

We will not publish the IPs of our players. Try to report these rule breakers more frequently, the cs2d player base is small, therefore it will have much impact.

You could just save the IP and then generate a unique ID that would be displayed in it's place or you don't have to display it at all, just the server needs to know.
For example if I had nick Player and no USGN/steam login then it would display something like this:
Player | USGN: None | Steam: None AKA: Grimer2 | USGN: 103227 | Steam: Grimer2 Example | USGN: 999999 | Steam: Example8619
So it would tell you that this guy with nick Player has also been playing with the same IP under names Grimer2 and Example with those USGNs and steams.
