In California Jail map, there is an arena we all know.
It caused some controversy back then but still it has some unbalanced stuff.
That being the CTs farming Ts.
I do not claim to be a good player but, as far as I observed; some of CTs are taking advantage of Arena, and farming Ts over and over again despite the cooldown. Without changing the minigame, doing the same thing over and over again without the ROLE-PLAY element which is one of the main goals of the Jail gamemode is ruining the fun.
Not only that, changes the percentage of CTs winning. Basically, putting Ts in arena loadouts such as Chaisaw & Nothing, or Machete & Nothing (which are obivously luck based because of latency etc.) makes it harder for skilled players with higher latency to get their percentage of chance to win higher.
I know some of us that enjoys playing in CT and mains CT, and we had some discussions about "making the CT fun again"
But I don't think arena was mentioned that much.
My solution to this is, adding a player-based cooldown after each arena match like 3-5 minutes and only 2 playing chances in a row. So CTs will have to change the minigame or go to another spot to get the winner status.
When tryhard players join to the game and wants to play as they want (which I have no problem and none must), they kinda ruin the point of the jail theme and role-playing.

So people stop playing arena and then what? Role-play the school? NPC room? Let's place a cool-down on ping pong too just in case!
This is not a solution, a real solution would be to make the other areas of the map more appealing than to make the most appealing part of the map less so.

the problem is.. it's in the name: you need to roleplay. you gotta make something out of the game, make each round entertaining. now the case is that current playerbase is not so capable of doing that because they cannot roleplay. when this update of the map was added in 2017 the playerbase back then was able to combine it with other aspects of the game. solution? you update the map to accommodate newbies. so all in all, I agree with @mami

Please check the Special Rules, Rule No. 9, Point C: Basically CTs are already prohibited from abusing the Arena or any room by going there repeatedly. so if you as a VIP ever see anyone doing that repeatedly please notify them not to do it and that they should check the rule above and if they disobey just simply report them. and I don't understand the points you're making, What does "putting Ts in arena loadouts such as Chaisaw & Nothing" has to do with CTs abusing the arena by using it all the time?? And how is your solution going to make arena balanced exactly?

There is no way to balance this exactly. Even though you restrict them somehow with a script, it will just annoy the players completely and they will bicker about it, so it will cause more pain in the future. Even though it is not fun to play as TT while CTs are abusing the arena, you just have to let them be. Also just get better and kill them, sounds like a skill issue to me.
