Currently the Grim Reaper will select their target randomly with only one rule: The target cannot be the last Terrorist unless it is the last player alive (excluding the Grim Reaper).
This could lead to the Grim Reaper killing too many members of either team which will lead to the round potentially ending far too quickly.
My new system will select a target based on the amount of living members of each team.
If there's more Counter-Terrorists alive, a Counter-Terrorist will be chosen, and vice versa. It will also prevent the last Terrorist from becoming the target (due to the round ending if said target will be killed).
This will lead to* a zig-zag-like effect where the Grim Reaper will rarely have** a target of the same team more than once in a row.
* without outside influence (players dying to anything but the Grim Reaper) ** will depend if there are more living members of either team on round start

If there's more Counter-Terrorists alive, a Counter-Terrorist will be chosen, and vice versa. It will also prevent the last Terrorist from becoming the target (due to the round ending if said target will be killed). Honestly, starting off with a Counter-Terrorist is not a great idea. Before Counter-Terrorist Team manages to gear up fully, the Grim Reaper arrives to the base and kills the target easily. Starting with a Terrorist target would be better and the gameplay would go more smooth for both sides, except that well thought - great to implement.

Actually no, because the Terrorists also need time to get their weapons, and that takes longer!
Plus, it doesn't matter who gets chosen first, because this is based on player count. Which kind of adds a small "random-but-not-really-random" effect at the start of the round.

Actually no, because the Terrorists also need time to get their weapons, and that takes longer! Plus, it doesn't matter who gets chosen first, because this is based on player count. Which kind of adds a small "random-but-not-really-random" effect at the start of the round. I do believe they have enough amount of time to scatter around and gather resources such as SB, pistol and more things to come. It will be harder for Grim Reaper to find the Terrorist unlike a Counter-Terrorist. Most of the Counter-Terrorists doesn't get out of their base until they are fully geared. I still do think starting with a Terrorist would be great.

It would depend on which team has the most players, so it would vary by round.
Also, Ts need time, which they get by having the Grim Reaper spawn further away from them. But, CTs don't need time, as they spawn right in their base. Assuming the target just skips the base altogether, they can potentially get away using various teleporters. And if their team is on the same page, the target could even teleport to the hospital using the two levers thing. Of course, some of what I said may not be very accurate, but I feel like CTs have enough time to pickup their weapons and make a run for it.
It's balanced enough.

I decided to add it, as there's no real reason to prefer a random system that can let the Grim Reaper eliminate the entire CT/T team by chance.
