That area (2nd image) isn't something "Restricted Area Worthy" 'cause CTs can easily access it, there is a lot of open space and they can also teleport with the Map Room System, so you can easily be caught and killed if needed, plus it wouldn't give Ts a clear chance to access the Wrench Room or Helicopter Area. It is also a very common path, so anyone who plays Jail nowadays will see that fairly often unless CTs rush early round and destroy the plates.
However, this Stairs Room that leads to the Beach Area and Map Room at the same time is indeed very dangerous 'cause we're on about a 1 tile space where AWP is extremely effective, as well as Snowball, Machete, Famas (Burst Mode), or common guns such as M4, a place where you can't miss and also a place where CTs are taken by surprise. You cannot see it on the Map Room, and Ts only have to hold a 1 tile space and camp for their victim. I've killed CTs every time I've used this strategy and they simply can't see it coming, the camping rule "Standing at a certain point for more than 1 minute isn't allowed" doesn't let them stay in the Map Room for that long, so they can't see you going inside, or they can be distracted by the AWPer nearby cafeteria and the commonly known "Lootbags" who gave them plenty of items, so they're engaged in a early round battle.
This would give them the chance to prefire you, set up traps (Mines, Laser Mines) or using Wrench's Gate Fields or Barbed Wires without having to keep in mind that it is a public area and you have to warn them every single time, it's perhaps the only place on the map where CTs are the most vulnerable on 'cause there's no place to dodge anything, it's only 1 tile where Ts can always prefire you or shoot first since CTs always have to warn. This area gives you too much control over Map Room and Helicopter at the same time since you're inbetween them, and in emergency cases where the bomb is planted at heli and you must get there ASAP, there may be someone already waiting for you at the Stairs Area, so you're gonna waste another 10s having to get rid of that T, and despite all your efforts, he can simply get the Machete or M4 out and kill you right away. It is an extremely unbalanced area, where Ts are clearly favored, so it must be a Restricted Area.
